The states participating in the Regional Greenhouse Gas Initiative (RGGI) have received the following applications for early reduction CO2 allowances (ERAs) under each state’s CO2 Budget Trading Program.

Note that the totals presented below represent the amount of ERAs requested; no ERAs have been awarded to date. ERA applications are subject to the approval of the state regulatory agency to which they are submitted. Participating states have until December 31, 2009, to determine whether and in what number ERAs should be awarded for a respective application. Any ERAs awarded would be awarded in addition to the regional cap.

Participating states have received requests for nearly 2.4 million ERAs, equivalent to 0.4% of the first control period (2009 - 2011) regional emissions budget.

To be awarded ERAs, CO2 budget sources must have submitted a one-time application to their respective state regulatory agency by May 1, 2009, and must demonstrate both a reduction in absolute CO2 emissions and an improvement in CO2 emissions rate during the early reduction period (2006 - 2008) relative to the baseline period (2003 - 2005).  ERA applications are also subject to specific emissions monitoring requirements.

Additional information about individual ERA applications is available through the RGGI CO2 Allowance Tracking System (RGGI COATS) in the “Special Approvals” report located under the “Public Reports” menu.
