On Monday, Feb 9, 2009, the Carbon Sequestration Working Group will meet at the Nagle Warren Mansion in Cheyenne to continue work on developing financial assurance options for carbon sequestration activities in Wyoming.
There will be a review of sub-working group products developed at the previous meeting in early Jan and then continued draft development and refinement of proposed recommendations for the Wyoming Legislature.
On March 4, 2008, Wyoming Governor Dave Freudenthal signed into law a bill intended to resolve regulation issues associated with the underground storage of carbon dioxide. House Bill 90 places responsibility for regulation of Wyoming’s carbon sequestration program with the Department of Environmental Quality (DEQ).
The bill states that “As soon as practical the state oil and gas supervisor, the state geologist and the director of the Department of Environmental Quality shall convene a working group for the purpose of developing an appropriate bonding procedure and to assure that adequate financial resources are provided to pay for any mitigation or reclamation costs that the state may incur as a result of default by the permit holder.”
This working group has been formed and work is ongoing (see http://deq.state.wy.us/carbonsequestration.htm for details).
