HONOLULU — Lt. Gov. James “Duke” Aiona says he opposes a so-called “cap-and-trade” system that aims to reduce carbon dioxide emissions in the U.S.
Aiona is the frontrunning candidate for the Republican gubernatorial nomination next year.
A cap-and-trade system is a market-driven effort in which the government limits heat-trapping pollution emitted by factories, refineries and power plants.
However, companies also could buy and sell pollution allowances, depending on whether they exceeded the cap or made greater cuts in emissions than were required.
Legislation passed by the U.S. House almost two weeks ago includes a cap-and-trade program.
Aiona said on a radio interview show Monday that such a system would be “devastating” for Hawaii and the nation.
