LA Inspectors to work with construction clients and designers
Health and safety Inspectors within Local Authorities (LA) are to advise on CDM projects where LA Inspectors have enforcement jurisdiction.
A number of case studies have now been published by HSE showing how the LA Inspectors can provide proactive advice on CDM 2007. The Inspectors will:
advise construction clients regarding CDM 2007 on projects in workplaces for which the LA is or will be the enforcing authority and;
“track back”workplace design problems found during inspection of recently constructed or refurbished workplaces e.g. where designers have not adequately addressed aspects of the Workplace (Health, Safety and Welfare) Regulations 1992.
Comment: Evidence shows that many smaller construction clients, including those in the LA-enforced sector, are unaware of their CDM duties. LAs are well placed to impact on client awareness of their CDM duties. In addition, when inspecting finished workplaces they can identify examples of poor CDM 2007 design that can be taken up with architects and other designers.
