Introducing hard shoulder running on the M62 trans-Pennine motorway will fuel traffic growth but carbon dioxide emissions will still be lower than if nothing is done, according to consultants.

In Leeds West Yorkshire they had a better idea. Build a two lane motorway, (A58(M)), through several long tunnels, without a hard shoulder. Provide no on site recovery vehicles then sit back and watch the city gridlock. Use public transport or die of carbon monoxide poisoning. One broken down car can make 20,000 people late for work.
