In Leeds West Yorkshire they had a better idea. Build a two lane motorway, (A58(M)), through several long tunnels, without a hard shoulder. Provide no on site recovery vehicles then sit back and watch the city gridlock. Use public transport or die of carbon monoxide poisoning. One broken down car can make 20,000 people late for work.
