Feb. 19 (Bloomberg) — Germany’s Economy and Environment ministries approved a draft law regulating carbon capture and storage that they expect parliament to pass before federal elections in September.

The plan includes rules on transporting carbon dioxide in pipelines, underground storage safety and environmental protection, the Economy Ministry said today in a faxed statement.

Europe is pioneering new technology to protect both the environment and its most polluting power plants that burn coal, one of the dirtiest fuels for making electricity. RWE AG, Germany’s second-largest utility, and Vattenfall Europe AG are among the continent’s biggest consumers of coal to supply power. Heat-trapping gases from power plants and vehicles add to the greenhouse effect that warms the planet.
