Federal agencies soon will need to measure their carbon footprint. But before that happens, some critical decisions must be made, says Rob Hardison, a federal consultant who is helping to develop the guidelines agencies will use to do that.
One of the biggest is to define which emissions agencies will be responsible for measuring and reducing. The stakes of this decision are enormous and there are numerous possible approaches.
